2026-2027 Campus Budget Plan

The 2026-2027 Campus Budget has been finalized and posted to the OpenBook portal, which can be accessed through the Budget Office website: https://budget.sonoma.edu/
Over the summer, the state finalized the 2026-2027 budget agreement, providing the CSU with a $509.5-million increase in unallocated base funding, in keeping with the governor’s January and May budget proposals.
With the additional support from the state to the CSU, the campus has received an increase in base funding to support mandatory cost increases. Sonoma State has also had an expected reduction in its enrollment target and related General Fund allocation due to declining enrollment. Overall, these adjustments result in a net reduction of $353,000 in the campus’s state allocation this year.
Additionally, the campus is experiencing an expected decline in enrollment this year, which is affecting tuition revenue. After accounting for these and other adjustments to revenues and expenses, the campus is planning for a base deficit of $9.1 million for 2026-2027. A base deficit during this period of enrollment recovery was anticipated as part of the University's multi-year financial planning.
There is a plan to utilize one-time funds and balance the budget for this year with many of the same approaches that have been used in past years, including using prior year roll-forward balances, campus reserves, and anticipated one-time savings in the current year. The use of one-time resources during this period was anticipated as part of the University's multi-year planning and allows the campus to continue investing in enrollment recovery and the future of Sonoma State.
The campus community is encouraged to continue engaging in the budget planning process through shared governance, including the University Budget Advisory Committee, and at the Budget and Planning Forum this fall. More details on the forum will be announced at a later date.
